How on Earth do you get into the Chemical Disposal Facility?

Hello,



I can't find anyone else asking this question my only conclusions are either you're not meant to get into it at the start of the game just after you've been to your house or I'm an idiot and it's obvious.

The only doors I can find are apparently barricaded on the other side. I can get into the right drain where it tells me the control panel is fried but that's it. Been circling around for ages now.

Any help would be appreciated.
